The 7th International Conference “Managed Services 2016 – Operators’ costs optimization, telecommunication networks and IT infrastructure outsourcing & network sharing” was organized by COMNEWS on 16 September at Azimut Moscow Olympic Hotel, and proved to be a success.

The forum Managed Services 2016 was endorsed by the Association of Regional Telecom Operators (ARTO), the non-profit organization "The National Association of house communications and information networks" (NADIKS), the International Telecommunications Academy (MAC), the Association of Human Resources Advisers (AHRA) and International PR Club.

The gold sponsor of Managed Services 2016 became Nokia, the silver sponsor - T-Systems, the bronze sponsor – Ericsson.

The first plenary session was dedicated to telecommunications infrastructure sharing and outsourcing in Russia and globally. Afterwards, there was a round table about reducing costs and improving the efficiency of the operator business during outsourcing and collaborative operation of infrastructure and networks. The round table was joined by Yury Rubtsov, Head of Network Quality Management and Operating Costs Department, MegaFon; Dmitry Petrov, CEO, Сomfortel; Leonid Belsky, Director, IT Managed Services, Ericsson; Denis Konstantinov, Managed services Engagement Director, Europe, Nokia; Vladimir Valkovich, Deputy General Director for Technology, Virgin Connect.

The second session of Managed Services 2016 was chaired by Valery Tikhvinsky, Deputy General Director for Innovative Technologies, IComInvest. This session was dedicated to partnership and network infrastructure sharing, joint construction and operation of communication networks, and cost optimization.

Denis Konstantinov, Managed services Engagement Director, Europe, Nokia, made a presentation about using automation for raising efficiency at the regional level. The services of T-Systems Managed LAN as a standard of ICT outsourcing services were described by Anton Leontiev, Head of technical solutions development department, T-Systems CIS. The speech about BSS as a service – explaining whether it is a myth or reality – was given by Leonid Belsky, Director, IT Managed Services, Ericsson. Sergey Nevyantsev, Deputy General Director - Director of Business Development, Izhevsk radio factory, and Kirill Knyazev, Project Director, Development Department, Intellect Telecom, prepared a presentation about a cellular system with transfer capacity and cost-effective organization of GSM coverage areas with low traffic and RAN SHARING equipment simultaneously for 3 operators. Using the example of the Samara region, Sergey Sobolev, Deputy General Director - Technical Director, SMARTS, told the audience about creating highway telecommunication networks. The speech about providing broadband services with external outsourcing, as well as the advantages and disadvantages of this model, was given by Vladimir Valkovich, Deputy General Director for Technology, Virgin Connect.

The conference ended with a business discussion related to optimizing tower infrastructure as a way to optimize operator’s costs. This round table as joined by Yury Malenkov, Independent Expert; Alexey Podryabinnikov, Marketing Director, Russian towers; Dmitry Filatov, Director of Business Development, Service-Telecom. The participants of the discussion focused on such topics as the efficiency of independent tower business, keeping tower infrastructure in possession of a mobile company or selling it to an independent player, optimum tenancy ratio for a tower operator, the interaction of tower infrastructure operators and departmental infrastructure owners, spectrum sharing’s impact on tower business, additional services of tower operators (including video cameras and weather sensors installation), projections for possible M&A in the tower infrastructure market in Russia and the CIS, and the optimum number of independent players in the Russian tower infrastructure market.
