No Limits for Quality
The 2nd Federal Forum Telecom QoS Russia 2016 dedicated to the quality of telecom services proved to be a success.
The Federal Forum Telecom QoS Russia 2016 was organized by COMNEWS Group at Azimut Moscow Olympic Hotel on 3 March. More than 200 representatives of regulatory authorities, mobile and fixed communications providers, equipment manufacturers and other delegates from Russian telecommunications companies and organizations attended the event to discuss the most important issues related to business and technology development.
The forum was endorsed by the Federal Agency of Communications (Rossvyaz). DMTel, Wellink and Huawei became silver partners. Session partner was Fortinet, the global leader in network security. Rohde & Schwarz were conference partners. 2TEST and START Innovation became general exhibitors.
The opening address of Telecom QoS Russia 2016 was delivered by Dmitry Alkhazov, Deputy Minister of Communications and Mass Media of the Russian Federation. He summarized the current conditions in the Russian telecom market, emphasizing the fact that the quality of communication services in the country is very different from region to region, which requires specific attention from market stakeholders and regulators. Dmitry Alkhazov highly praised the professionalism of Russian telecommunications engineers and executives. He expressed a firm belief that all current and future tasks related to the quality of communication services would be solved successfully while the authorities and market players would develop closer cooperation.
Oleg Dukhovnitsky, Head of the Federal Agency of Communications (Rossvyaz), also made a welcome address at the forum. He highlighted the fast development of the ICT in Russia (more than 4 thousand new devices and more than 800 new types of telecom equipment certified and declared in Russia in 2015). State regulation of the quality of communication services becomes increasingly significant and there are several steps to enhance it, according to Oleg Dukhovnitsky, for example, by working out the quality criteria for telecommunications services.
Head of Telecommunication Control and Supervision Department at Roskomnadzor Denis Paltsin spoke at the forum about the development paths which could be taken by the QoS monitoring for mobile telephone communications, including crowdsourcing monitoring methods.
General Director of Wellink Vladimir Levin spoke on the topic “Monitoring broadband QoS to provide high-quality services to subscribers”. He believes that the relevance of QoS monitoring, especially for broadband services, is defined by the battle of the largest Russian operators with customer churn.
Dmitry Mitrofanov, Deputy General Director of the Radio Frequency Center of the Central Federal District, shared the outcome of QoS monitoring of the district’s mobile communications. A presentation entitled “Is it possible to control QoS? (Or the main provisions of the Russian QoS Control Concept)” was made by Konstantin Novoderezhkin, Director of Performance and Quality Management Department at Multiregional TransitTelecom (MTT) and Head of Department at the Russian Association of Networks and Services (RANS). Alexander Gorbatko, Deputy Head of the Department of Information Technology of Moscow, gave an insight into implementing a set of measures to improve the quality of mobile telephone communication services in Moscow.
The session dedicated to methodology and experience of implementing technical solutions had speakers from VimpelCom (Beeline), MegaFon, Tele2, DMTel, the Central R&D Institute of Telecommunications (ZNIIS), Start Innovation, Huawei and Rohde & Schwarz.
The speakers gave a detailed description of different approaches and problems resulting from them.
The speakers taking the floor during the session “Quality assurance in communication networks” represented such organizations and companies as the International Informatization Academy, TransTeleCom (TTK), GISware Integro, Vkontakte. The session concluded with a speech by Dmitry Grigorovich, Head of Carrier Relations at Fortinet. He explained how information security solutions could provide for high quality network services.
A total of 40 speeches and presentations were delivered at Telecom QoS Russia 2016. Before the closing of the conference, all participants of Telecom QoS Russia 2016 joined a discussion “Independent measurements of communication services quality”.
