7th International Conference “Digital & Connected TV Russia 2016 – Digital Broadcasting and New Video Content Delivery Systems. Interactive Services in Modern Networks” which took place in Moscow on the 27th October, 2016 was a big success, gathering more than 200 leading industry experts from telecom and broadcasting companies, content providers, vendors, system integrators, regulators and the media.
The official partner of DTV 2016 was NAO National Satellite Company (Tricolor TV), and Huawei was platinum sponsor of the event. The conference was also powered by STREAM and EPG Service.
Digital & Connected TV Russia 2016 was supported by the National Association of TV and Radio Broadcasters of Russia (NAT), Russia’s Cable Television Association (AKTR), Augmented and Virtual Reality Association of Russia, Internet Developers Association (AIR), Association of Household Information and Communication Networks (NADIKS) and Professional Accountant Association “Sodruzhestvo”.
This year, the event coincided with the 85th anniversary of TV broadcasting in Russia. The forum was kicked off with a brief foray into the history of television in Russia offered by first deputy minister of communications in the Soviet times Kalyu Kukk and editor-in-chief of ComNews Publishing Group Leonid Konik.
The plenary session of the conference was dedicated to state regulation of the TV and radio broadcasting market. Deputy CEO and director of innovations department of Russian Television and Radio Broadcasting Network (RTRS) Vitaly Stytsko offered a progress report on the implementation of the Federal Action Programme for TV and radio broadcasting in Russia in 2009-2018. Vadim Poskakukhin, head of lab at Radio Research and Development Institute, gave an insight into the role of broadcasting technologies in mobile communications and the outlook for their use in TV broadcasting frequencies. Vice President of Russia’s Cable Television Association (AKTR) Mikhail Silin spoke about trends and issues in regulatory and legal framework of the national cable TV market. Aleksandr Kalin, head of information analysis center at Russian Television and Radio Broadcasting Network (RTRS) and FoBTV’s member of managing committee outlined international trends and the outlook for new technologies and standards of Digital Terrestrial TV. Aleksandr Chernyaev, sales solution manager from Huawei, presented his insight on how to enhance UHD ecosystem. Senior expert at Moscow Scientific Research Television Institute and chairman of expert council under the Association of Developers and Manufacturers of Broadcasting Equipment (ARPAT) Kalyu Kukka dedicated his report to issues related to digital video content delivery.
The second session of the conference moderated by independent expert Oleg Kolesnikov was dedicated to the technological aspects of broadcasting. Mobile TeleSystems’ satellite business director Alexey Ivanov highlighted the increasing role of satellite solutions in television content delivery in Russia. Vladimir Starovatov, senior engineer at Huawei Russia spoke about network evolution towards 4K services and beyond. Head of business development of Content Delivery Networks (CDN) and content provider relations at MegaFon Alexey Sechkin spoke about the opportunities for OTT and IPTV operators offered by CDN. Mikhail Kovalchuk, CEO of Signal Media, presented his views on content promotion on the international level. CEO of EPG Service Vitaly Vasiliev offered a report entitled “Deep TV. Expanding boundaries through semantic EPG”.
In the next session, moderated by CEO of Internet-Video Association Alexey Byrdin, the participants discussed Russian consumers’ readiness to pay for content. The discussion featured Signal Media CEO Mikhail Kovalchuk, EPG Service CEO Vitaly Vasiliev, managing director of 20th Century Fox CIS Andrey Gromkovskiy, CEO of Stolet (“Food” and “Food HD” TV channels) Elena Isaykina, head of business development of ivi.ru online cinema Irina Grandel. The round table discussion was focused on the impact of legal initiatives against illicit distribution of content in Russia on content consumption, video content promotion on mobile, and whether consumers are willing to pay for videos online.
DTV-2016 concluded with a discussion “Televiewing. Modern ways to consume video content” moderated by editor-in-chief of “Cableman” magazine Yana Belskaya. The discussion gathered senior manager for VOD-services at MegaLabs (MEGAFON.TV) Yana Vlasova, sales solution manager from Huawei Russia Aleksandr Chernyaev, NPK ERA’s CEO of HDTV network and 3DTV channels; president of HD Television and Digital Cinema Association and Head of ViNTERA project Gerasim Gadiyan, National Satellite Company (Tricolor TV) content director Mikhail Goryachev. Experts discussed what viewers watch, how they consume video content, who is willing to pay and for what exactly, can you make money on interactive TV and multi-displays, and many other topics.
